Robbery Suspect Arrested

On the 14th day of January, 2017 a Gas Station in the northern end of the Town of Cobourg was robbed. The lone suspect brandished a handgun and demanded cash. The suspect left the premise with a quantity of cash. No one was physically injured during the robbery.

The suspect was subsequently arrested by the Waterloo Regional Police Service on other charges and held in custody. The suspect was released on the 11th day of July and arrested by the Cobourg Police Service on outstanding warrants.

Dylan Scremin, 23 years of age from Kitchener has been charged with 20 Criminal Code offences. Dylan Scremin will be held for Bail attending court at 130 PM on the 12th day of July, 2017 at the Ontario Court of Justice located at 860 William Street in the Town of Cobourg.

Dylan Scremin was charged with the following offences

Disguise with Intent contrary to section 351(2) of the Criminal Code

Carrying concealed weapon contrary to section CC 90 of the Criminal Code

Imitation Firearm - Use while attempting to commit offence contrary to section 85(2)(b) of the Criminal Code

Attempt Robbery contrary to section 344(&)(660) of the Criminal Code

Disguise with Intent contrary to section 351(2) of the Criminal Code

Carrying concealed weapon contrary to section 90 of the Criminal Code

Imitation Firearm - Use while committing offence contrary to section 85(2)(a) of the Criminal Code

Robbery with Theft contrary to section 344(1)(b) of the Criminal Code

2 Counts of Possession Property Obtained by Crime Under $5,000 contrary to section 355(b) of the Criminal Code

10 Counts of Fail to comply with probation contrary to section 733.1(1) of the Criminal Code

Police Arrest Sexual Assault Suspect

A week ago, a local woman reported a sexual assault to Cobourg Police.  The location of the assault was a darkened lot in a west end business. Yesterday, they arrested Gary Vaters, 63 years old, from Bobcaygeon. Vaters has been charged with one count of Sexual Assault contrary to Section 271 of the Criminal Code. 

Police advise that whether parking, or planning to remain in the vehicle, park in well lit, highly visible areas where people are around.  When you are at or in your vehicle, make sure to be aware of people who may be approaching and plan for methods to leave the area quickly, if needed.

Bank of Canada Hikes Rate

The Bank of Canada’s benchmark interest rate is heading up to 0.75 per cent as economists had expected.  The rate has gone unchanged at 0.5 per cent, since September 2010.  This will increase mortgage costs, home equity lines of credit and other loans linked to big bank prime rates.  

It comes after a strong start to the year and expectations of stronger economic growth for the rest of the year.  The BoC says even as inflation remains below its two per cent target, economic growth is happening across a number of industries and regions.

Port Hope Police responded to 40 calls for service during the period July 8 to 11.

Minor mischiefs to vehicles reported

On July 7th, 2017 Police received various mischief complaints surrounding vehicles being egged and syrup being poured on them in the west end of the Municipality. Currently under Police investigation.

Bank Investigator fraud

On July 7th, 2017 Port Hope Police were contacted by a local female resident who had just been involved in a fraud by sending money via Western Union. It was reported contact was made via telephone by a male identifying himself as a TD Canada Trust employee who advised the female her Visa Card was compromised by someone trying to send $600.00 to India.  The female was advised to send $900.00 to India via the fraudulent, TD Canada Trust employee by Western Union transfer, which would allow him to catch the people involved. Once money was transferred, no further contact was made and the female was out $900.00. Port Hope Police advise residents that no bank would request clients to use their own money to catch fraudsters. These are scams. Police advised citizens who are requested to do so to terminate the call.

Man arrested for impaired operation.

A 27 Port Hope man is facing impaired related charges after a Port Hope Police officer observed him driving in excess of the posted speed limit. On the 8th of July at 3:30am Police observed the vehicle travelling west bound on Jocelyn St. Police followed vehicle as it turned north on Cavan then west on Centennial Dr. Police commenced a vehicle stop after which an investigation into the state of the driver’s sobriety was conducted which resulted in the man’s arrest. David Cody Smith of Port Hope is accused of impaired care and control of a motor vehicle and care and control of a motor vehicle with excess blood alcohol. 

Break and Enter

On July 8th, 2017 Police attended at the former Mill building next to the Ganaraska River. Culprit(s) forced entry via second story window after scaling the stone wall. Once inside property was moved around but nothing taken from within. Culprits did damage the window latch for entry purposes. 

Breach of bail conditions

On July 9th, 2017 as a result of a Police investigation a 37 year old female was arrested and charged for a breach of bail conditions. It is alleged the woman, who was on conditions to remain away from a former partner, had indirect communication with him.  The female was held in custody for a show cause hearing. Her name will not be released to protect the identity of the complainant.

Robbery reported

On July 10th, 2016, Police received a complaint about a youth being assaulted and his black "Gravity Blade" Deluxe hover board being stolen from him on Croft Street. A small blue, 2 door vehicle with rust between back door and wheel approached the youth; a male party exited the vehicle pushing the youth to the ground trying to remove property. When this was unsuccessful the male grabbed the hover board and drove off.  The suspect is described as being 18 – 19 years of age, pale complexion, approximately 6ft tall, thin to medium build, dark brown to black hair, seen wearing red True Religion t-shirt with black logo on front, and True Religion jeans, white wash camo, with logo on back pocket. The incident is currently under Police investigation.

Beach Kiosks To Remain Closed

There will be no student-run businesses at Cobourg's beach front kiosks this year. Economic Development Officer Wendy Gibson told Northumberland 89.7 that only one application was pursued this year and that was to establish a business in the Northumberland Mall. The application was discontinued when the student obtained alternate summer employment.

The Youth Entrepreneur Partnership Program was launched in 2014 as a pilot project and is seen by the Town a valuable program in offering youth between the ages of 18 and 29, living in Northumberland County, the chance to operate a business either for the summer or on an ongoing basis. The main goal of the program is to give youth the opportunity to operate a business in the hopes they will consider entrepreneurship as a career choice.

Gibson said that there were several inquiries but very little follow through by students who called in response to Cobourg's advertising of the venture. The Town takes applications throughout the year and Cobourg hopes to enlist students for the 2018 program. This is the first year when the kiosks will remain closed.

Gibson sees a bright side to the inability to have student participation. She says it is indicative of a healthy economy when student are able to find summer employment readily.

Sprucewood Open For Business

The Sprucewood Handmade Cookie Company in Cobourg is now open at its Ontario Street factory. Owner Chef Mark Pollard invited customers into the plant's outlet shop on Saturday. Manufacturing was delayed until factory construction was completed and the new Cobourg industry expects its official Grand Opening to occur in the fall.

The plant produces high quality shortbread cookies for the Canadian domestic market and for export to the United States, Europe, India and Dubai. Pollard told Northumberland 89.7 that he will be hiring additional staff very soon.

 

Cobourg Food and Music Festival Launched

Rino Ferreri, Events Chair of Cobourg's DBIA, oversees the set up of Cobourg's first Food and Music Festival on Saturday, July 8. King Street in the downtown is closed to vehicular traffic from 10 am to 9 pm to welcome crowds Food trucks and downtown restaurants will keep everyone nourished while enjoying great live music A stage has been set up opposite Victoria Hall. Many merchants are taking part offering great deals to potential customers.

Federal/Provincial Grants Announced

Northumberland-Peterborough South M.P. Kim Rudd and Northumberland-Quinte West M.P.P. Lou  Rinaldi met with Cobourg Mayor Gil Brocanier, several councillors and municipal staff on Friday morning to announce that both the Federal and Provincial governments are making sizeable grants to the Town of Cobourg to upgrade the Town's east end waste water treatment plant and for the installation of a new water main.

The grants came about as part of an agreement between Canada and Ontario setting up a fund for clean water and wastewater treatment. Cobourg is to receive almost one million dollars from the federal government ($962,167.00) and a provincial grant of about half a million dollars ($481,084.00) to install an updated aeration system to allow for better treatment of waste water. In addition a new water main is to be installed the entire length of Henry Street from Water Street to Spencer Street.

Mayor Gil Brocanier thanked our federal and provincial representatives saying that not only will the upgrades benefit the Town and provide for more eco-friendly water treatment, it will serve the Town in its economic development efforts since potential businesses frequently ask about sewage treatment capacity.

This grant was one of 5 similar grants being made to County municipalities on Friday.
