Northumberland OPP responded to a drowning incident in Lake Ontario off the pier just after 4:00 Saturday afternoon in Cobourg 

Police received information regarding a person who appeared to be in distress in the water on the east side of the pier. The person had gone under the water and had not resurfaced. 

A search of the waterway was conducted by the Cobourg Police Service, Fire, Coast Guard and the Joint Rescue Co-ordination Center. As a result of the search, a 25-year-old male from Scarborough was located and transported to a hospital where he was subsequently pronounced deceased.   

Northumberland OPP are also investigating a fatal single all-terrain vehicle collision in Hamilton Township.

Around 11:00 Friday morning, police and emergency services responded to a private property on Traill Road South for a single ATV rollover. The lone rider, a 69-year-old female from Hamilton Township, was pronounced deceased at the scene. 

ATV riders are reminded to take all precautions when operating an off-road vehicle. Know your limits, stay within them, and always wear an approved well-fitted helmet with chinstrap securely fastened. 

Cobourg council has opted to let an encampment located by the west pier stay for now. 

Council held an Emergency Special meeting Friday afternoon in response to complaints received regarding an encampment by the West Pier.

Following receipt of multiple resident complaints, Municipal Law Enforcement staff attended an encampment located by the west pier last Monday. Based on their assessment of the site, Officers found that the encampment is in violation of the current Parks By-law, Nuisance By-law and Trespass to Property Act. 

Mayor Lucas Cleveland called an Emergency Special Council meeting for Friday to seek the legal opinion of the town Solicitor.  The recent ruling of the Ontario Superior Court in the Waterloo decision dictates that unless and until encampment residents are provided with truly accessible accommodation, eviction should not take place. 

As per the Town of Cobourg’s revised Encampment Response Plan, approved by Council in July 2022, Municipal Law Enforcement staff will continue to work closely with the residents of the encampment, connecting them with community-based supports provided by Northumberland County. 

Further, staff are seeking legal council on how current municipal by-laws can be enforced and will bring an open report to Council on the current situation and advice received at a later date.

Should residents have any concerns regarding the violation of municipal by-laws, they are advised to contact the town’s Municipal Law Enforcement department.

Regional Supervising Coroner for the East Region Dr. Paul Dungey has announced the date for the inquest into the deaths of Gladys Helen Ryan and William Thomas Ryan at Northumberland Hills Hospital in 2017.

While the couple was in hospital, Helen, 76, was shot by her 70-year-old husband, Tom, who was subsequently shot by officers of the Cobourg Police Service. Both died in hospital on October 27th, 2017. An inquest into Mr. Ryan’s death is mandatory under the Coroners Act. The Chief Coroner has directed a combined inquest be held regarding both Helen and Tom.

The inquest will examine the circumstances surrounding their deaths. The jury may make recommendations aimed at preventing further deaths.

The inquest, which is expected to last 11 days and hear from approximately 18 witnesses, will begin at 9:30 a.m. on Monday, September 18th. Murray Segal will be the presiding officer. Maria Stevens and Michally Iny will be inquest counsel.

The inquest will be conducted by video conference. 

Port Hope residents are advised the south portion of Walker Road is closed beginning today as construction crews prepare the area. This closure is anticipated to last through September. Crews will be removing the current asphalt, reconstructing the road and guiderail, improving storm drainage, and conducting erosion control and creek alignment. 

Motorists are asked to follow the marked detour route during the construction period.

In sports, the Port Hope Panthers junior C hockey club has acquired Ben Hansen from the Campbellford Rebels in exchange for a player development fee. 

Hansen, of Baltimore, registered 15 goals and six assists in his rookie season last year with the Rebels. 

The Provincial Junior Hockey League teams are set to open their training camps soon.
