Deputy Mayor: Joan Stover

Hello, I’m Joan Stover, and I’m running for re-election as Deputy Mayor of Alnwick/Haldimand. I’m a longtime Grafton resident, a farm kid, a wife, a mother and a grandma. I care about this community and the people who make it a wonderful place to call home.
I bring municipal experience. I served as a councillor from 2010 to 2014 and have served as Deputy Mayor since 2022. I know how council works: how to prepare for decisions, work through a budget, ask staff questions and weigh the needs of residents across the Township. My career with the Cobourg Police Service taught me to listen, stay calm under pressure and take responsibility for difficult decisions.
As Deputy Mayor, I’ve stepped in for Mayor Logel at Northumberland County, represented the Township at the Ganaraska Conservation Authority, and worked alongside Councillor Ainsworth and the fundraising committee for the Haldimand Community Memorial Arena. I do my homework and bring a practical approach to the job. I’m an active volunteer in my community through St. George’s Anglican Church, Grafton Green Thumbs and Cobourg YMCA.
I’m seeking another term because there is important work to finish. We need to complete the arena project, plan for our municipal facilities, and protect our rural communities and agricultural land as we grow. I know residents are concerned about taxes. Our managers continue to find efficiencies through lean management principles and seek grants and partnerships to help meet our needs.
Good decisions take teamwork. Council will not always agree, but we need to listen to one another, respect staff’s expertise and work as a cohesive team. You deserve a Deputy Mayor who is available, prepared and willing to make tough decisions. I have shown I can do this, and I would be honoured to continue serving you as Deputy Mayor.
