The Special Investigations Unit has discontinued an investigation into Cobourg Police.
The SIU began its probe in September, after a woman complained that two male officers fractured her arm during an arrest.
“On September 15, 2025, the woman contacted the Cobourg Police Service and disclosed that she had engaged in self-harm. Officers were dispatched to her residence, and upon arrival, located the woman with a laceration across her neck. She was apprehended under the Mental Health Act. During her apprehension, the woman actively resisted officers’ attempts to provide interim medical attention and struggled throughout the restraint process while officers attempted to gain control and restrain her safely. The woman was transported to the hospital for evaluation and released the next day.,” a press release from the SIU noted.
The woman lodged a complaint a week later. However the investigation found that the fracture occurred prior to the arrest and that no male officers participated in her apprehension.
“The evidence established that no male officers participated in the apprehension of the woman, and it was hospital personnel, not police, who secured the woman to the hospital bed. In addition, medical records showed that the woman’s fracture occurred prior to the day of her apprehension. As such, no officer was responsible for her injury,” the SIU concluded.
