Cobourg Police release results of bail compliance initiative

The Cobourg Police Service (CPS) Dynamic Patrol is one element of the Spring 2024
CPS Downtown Community Safety Action Plan. It was deployed in the downtown area and surrounding
neighbourhoods and parks at the beginning of May and will continue throughout the spring and summer.
This initiative focuses on increasing police presence, engagement opportunities, bail enforcement, warrant execution, and probation condition compliance in the Town of Cobourg.
As part of the Dynamic Patrol efforts, the CPS Criminal Investigative Bureau led a bail compliance enforcement initiative with the Community Impact and Enforcement Unit (CIEU) and uniform patrol. This initiative focused on ensuring bail compliance and outstanding warrant execution. Of the 28 arrests made between May 1st and May 26th directly related to Dynamic Patrol, 21 were through the efforts of the bail compliance initiative.
1) Wiliam David Crumb (30) of Cobourg was arrested on the strength of an outstanding warrant with CPS and charged with fail to attend court. Held for bail and subsequently released.
2) Amanda Williams (33) of Cobourg was arrested on the strength of an outstanding warrant with CPS and charged with Fail to Attend Court- as per Undertaking. Remanded in custody.
3) Jason Blake (53) of Cobourg was arrested on the strength of an outstanding warrant with CPS and released by way of undertaking.
4) Asfandyar Durrani (46) of Cobourg was arrested on reasonable grounds for CPS investigation and onthe strength of a Port Hope Police Service warrant. Released on an undertaking. Charged with:
• Four counts of Make forged document contrary to section 367 of the Criminal Code
• Four counts of Draw document without authority contrary to section 374 of the Criminal Code
• Four counts of Use forged document contrary to section 368(1)(a) of the Criminal Code
• Four counts of fraud under contrary to section 380(1)(b) of the Criminal Code
• Four counts of Possession of proceeds obtained by crime under $5,000 contrary to section
354(1)(b) of the Criminal Code
5) Austyn Gray (21) of Cramahe was arrested after being observed violating the LLCA. Investigation
revealed 1⁄2 ounce of crystal methamphetamine, unmarked cigarettes and the accused violating house
arrest. Remanded in custody. Charged with:
• Having Liquor an open Container in Unauthorized Place – Contrary to Section 41(1) of the Liquor
License and Control Act, 2019
• Possession of a Controlled Substance to wit Crystal Methamphetamine – Contrary to Section 4(1)
of the Controlled Drugs and Substances Act
• Possess Unmarked Cigarettes – Contrary to Section 29(2) of the Tobacco Tax Act
• Breach of Conditional Sentence Order – Contrary to Section 742.6 of the Criminal Code
• Breach of Probation – Contrary to Section 733.1(1) of the Criminal Code
6) Andrew Stephen (33) of Cobourg was arrested on the strength of an outstanding warrant with CPS and
found to be in possession of a small amount of crystal methamphetamine. Remanded in custody.
Charged with fail to attend court.
7) Jason Ivany (45) of Cobourg was arrested on the strength of an outstanding warrant with CPS and
charged with Possession of a Schedule I Substance – Methamphetamine. Released on an undertaking.
8) Chunnel Phillips (26) of North York was arrested for violating his release order (House arrest) for
several firearm-related offences. Additionally charged by CPS for fail to comply with a release order.
Remanded in custody.
9) Jason Tylor Frost (44) of Carrying Place was arrested for violating his undertaking. Released on
undertaking and transported to his listed residence outside of Cobourg.
10) Travis James Watts (39) of Cobourg was arrested for seven outstanding warrants held by CPS.
Remained in custody.
11) Christal Olczak (50) of Oshawa was arrested on the strength of an outstanding CPS warrant and
released on an undertaking.
12) Charles Butler (39) of Cobourg was arrested on 19 May 2024 on the strength of an outstanding CPS
warrant while at the encampment. Remanded into custody.
13) Jordan Cross (28) of Peterborough was arrested on the strength of outstanding CPS warrants.
Remanded into custody.
14) Geoffrey Knight (35) of Cobourg was arrested on the strength of a warrant held by CPS for fail to
comply with an undertaking. Released on a release order.
Seven individuals were arrested on outstanding warrants held by police services in other jurisdictions. Six were returned to the jurisdiction of the warrant.
